President
Matt is responsible for all aspects of CIE’s strategy, team and operations, leading the firm in its mission to deliver superior client results.
With two decades of experience in the industry, Matt has served in a variety of leadership roles and developed a unique skillset spanning engineering, surveying and real estate development. He has leveraged his passion for business, creativity and first-principles thinking to position CIE as an unmatched choice for clients.
Matt has a long and successful record of helping clients with design, permitting strategy and other engineering, surveying and permitting challenges. He is particularly skilled in working with clients to maximize real estate assets and finding innovative solutions to meet their goals. His passion for engineering, surveying computer technology and business development, coupled with cross-industry experience in the wastewater technology, real estate development and finance fields, allow CIE to provide clients with complete project-development solutions.
Matt earned a BS degree in engineering technology from Northeastern University and is a registered Professional Land Surveyor (PLS), Registered Sanitarian (RS), licensed Soil Evaluator, licensed Title 5 System Inspector and licensed Wastewater Treatment Plant Operator. He also has developed innovative strategies for nitrogen management and holds a U.S. patent for enhanced nitrogen-removal wastewater treatment technology.
Director of Engineering
Raúl leads CIE’s engineering services program, ensuring the delivery of high-value engineering solutions, creative problem-solving, and an exceptional client experience.
With over two decades of experience in technical and leadership roles, Raúl has managed a wide variety of projects across Cape Cod and Massachusetts. Before joining CIE in 2017, he served as Vice President and Board Member at Holmes & McGrath, where he successfully led complex projects and navigated intricate permitting processes to meet client objectives.
Raúl is an accomplished lead engineer with extensive experience collaborating with local boards, departments, the Cape Cod Commission, and state and federal agencies. His expertise spans land use planning, stormwater management, and wastewater treatment design for residential, commercial, and institutional developments.
Raúl holds a BS in Civil Engineering from the University of Puerto Rico at Mayagüez and is a registered Professional Engineer (PE) and licensed Soil Evaluator.
Director of Field Services
Ian oversees CIE’s land-surveying production strategy, including establishing standards and operational workflows for all our field personnel.
With two decades of industry experience, Ian has served in a variety of survey technician and leadership roles on projects spanning single-family lots, 100-acre land court surveys and commercial, industrial and institutional projects throughout southeastern Massachusetts. At CIE, he develops and refines our standards and methodologies for data collection, constantly improving the speed and accuracy of our field operation data. He also brings a breadth of technical expertise and the ability to leverage the newest technological advances on our client projects.
Ian received a BA degree in business management from Curry College and is a Trimble Access™, Trimble GNSS and Trimble Robotic Total Station technology expert.
Director of Surveying
John is a Professional Land Surveyor who leads the Survey Team, overseeing projects from inception to final delivery. He collaborates closely with clients to define the scope of work and ensures that services are delivered on time and to completion.
With 41 years of experience, much of it on Cape Cod, John has extensive expertise in all aspects of land surveying. He specializes in Boundary Surveys, ALTA/NSPS Land Title Surveys, Condominium Plans, and various forms of land division in the Commonwealth.
John earned a BS in Land Surveying from Ferris State University and is a member of the Massachusetts Association of Land Surveyors and Engineers, where he previously served as President of the Cape Cod Chapter. He holds Professional Land Surveyor licenses in both Massachusetts and Utah.
Permitting Specialist
Jean focuses on CIE’s environmental permitting services program, supporting our mission to streamline and simplify the permitting process for property owners. Her compassion and comprehensive knowledge base make her an exceptional client advocate who tirelessly protects her clients’ rights and interests.
With over 30 years in the industry, Jean brings experience in both the regulator and private sectors. She began her career working for municipal regulatory agencies before moving to the private sector to leverage her deep understanding of environmental permitting processes and expansive network of established relationships.
Jean excels in paying attention to details and interfacing between clients and regulators to provide the best possible experience and outstanding results. Her strengths also include motivating others with care, quickly grasping highly granular processes and building and maintaining long-standing relationships based on trust.
Wetland Scientist
Kasia is a Wetland Scientist and Biologist on the Permitting Tteam, where she conducts wetland delineations, habitat evaluations, and guides projects through local, state, and federal permitting processes.
With a strong background in fieldwork and research across academic, non-profit, and private sectors, Kasia specializes in GIS and watershed dynamics. Before joining CIE, she managed permitting, performed stormwater inspections, and conducted wetland delineations for various projects across Massachusetts. Her expertise in wetland conservation, combined with her thorough understanding of federal, state, and local regulations, enables her to expertly guide clients through complex regulatory frameworks.
Kasia holds a BS in Biology from Salve Regina University and an MS in Environmental Science and Management from the University of Rhode Island
Survey Technician
Brian is a Survey Technician at CIE, specializing in the latest land surveying technologies. Prior to joining CIE in 2022, Brian spent five years at Holmes & McGrath, where he honed his expertise in field-survey practices. Since then, he has continued to develop his career at CIE utilizing advanced Trimble technology, as well as aerial and marine drones.
Known for his precision in data collection and efficient work on behalf of clients, Brian is a field expert dedicated to delivering accurate and reliable results. He is also expanding his skill set in Civil3D to further enhance his contributions to the team.
Brian is currently pursuing his Professional Land Surveying license through the University of Maine’s surveying program, demonstrating his commitment to advancing his career and staying at the forefront of the industry.
Project Coordinator
Michael is a Project Coordinator on the Administrative Team, dedicated to providing clients with exceptional service from initial contact through to final delivery. With a diverse background in marketing, print and digital media, research, fundraising, and administration, Michael has successfully supported small and mid-size businesses, as well as non-profit organizations, in various capacities.
He holds a bachelor’s degree in Philosophy and Political Science from Boston College and a master’s degree in History from the University of Hawaii at Manoa.
Sr. Project Manager
Doug specializes in complex land surveying projects at CIE, where he provides expert witness testimony at the Massachusetts Land Court, conducts in-depth title research and examination, performs peer reviews, and assists attorneys in boundary and property right cases. He also offers general engineering support and plays a key role in making property line determinations for projects.
With over 30 years of experience, Doug has owned and operated a successful civil engineering and land surveying firm in Massachusetts for more than 20 years. He stays current on the latest legal developments in surveying and is both a registered Professional Engineer (PE) in Civil Engineering and a registered Professional Land Surveyor (PLS).
Doug holds a BS in engineering and a Certification in Professional Land Surveying from Wentworth Institute of Technology. He is also a member of the Massachusetts Association of Land Surveyors and Civil Engineers, as well as a licensed Soil Evaluator and Septic System Inspector.
Survey Manager
Jake is a dedicated Professional Land Surveyor and the Survey Department Manager at CIE, where he oversees all survey resources and manages project schedules for fieldwork. His leadership and organizational skills ensure efficient operations within the department.
Jake began his career as an instrument operator with Holmes and McGrath in Falmouth, where he demonstrated exceptional skill and commitment. Over five years, he advanced rapidly through the ranks to become a partner, contributing significantly to the firm’s success. Since joining CIE, Jake has continued to excel, earning the trust and respect of his colleagues for his technical expertise and strong work ethic.
He holds a bachelor’s degree from Virginia Tech and is currently pursuing a Bachelor of Science in Surveying Engineering Technology at the University of Maine. Additionally, Jake is a member of the Massachusetts Association of Land Surveyors and Civil Engineers and is a licensed Professional Land Surveyor (PLS).
Survey Technician
Jorge is a Survey Technician working as part of the CIE Survey Team to develop plans and provide survey support on projects. Jorge brings a wealth of experience in the surveying field, having worked in both the public and private sectors. He began his career as a field crew member and steadily advanced to roles in plan development. Over the years, Jorge has developed a deep understanding of surveying principles and mastered the tools and techniques of the trade, honing his skills in Civil3D along the way. As a seasoned Survey Technician, he continues to expand his expertise and knowledge.
Jorge holds a degree from Sullivan University in Louisville, KY, and is currently pursuing a B.S. in Surveying at the University of Maine.
Sr. Project Manager
Chuck is a Professional Engineer and Senior Project Manager on the Engineering Team, where he leads clients through residential and coastal projects. His career spans a wide range of experience, beginning with large-scale dredging projects and extending to over 11 years of work on waterfront developments
on Cape Cod. In this role, Chuck works closely with local, state, and federal regulatory authorities to secure the necessary permits for his clients.
In addition to his engineering expertise, Chuck is passionate about land surveying and is actively pursuing his Professional Land Surveyor license.
He holds a bachelor’s degree in Civil Engineering from the University of Hartford and is a licensed Professional Civil Engineer (PE) and certified soil evaluator.
Survey Technician
Luke is a Survey Technician at CIE, specializing in providing hands-on, expert survey support. Renowned for his ability to tackle complex field challenges with efficiency and precision, Luke has established himself as the go-to surveyor for projects of any scale.
Prior to joining CIE in 2022, Luke spent five years at Holmes & McGrath, where he developed his expertise in field-survey practices. At CIE, he continues to leverage advanced Trimble technology, as well as aerial and marine drones, to deliver accurate and reliable survey data.
Luke’s passion for fieldwork and commitment to delivering results make him an indispensable asset to the team. He continues to refine his skills, particularly in Civil3D, while consistently ensuring high-quality outcomes for every client project.
Sr. Project Manager
Mark is a Senior Project Manager and Professional Engineer (PE) at CIE, responsible for overseeing a variety of projects. He brings extensive experience in commercial development and environmental permitting, guiding CIE’s clients through the complexities of regulatory requirements.
Mark plays a key role in the design, engineering, and permitting processes, with expertise in site planning, grading and drainage, utility coordination, and drainage calculations. He skillfully coordinates efforts between clients, architects, engineers, and municipal staff to ensure smooth project execution, particularly in navigating the approval process with various permitting authorities.
Mark holds a BS in Civil Engineering from Clarkson University and is a registered Professional Engineer (PE) and licensed Soil Evaluator. His comprehensive knowledge and hands-on approach make him an invaluable resource for clients seeking successful project outcomes.
Operations Coordinator
Stacy is an Operations Coordinator on the Administrative Team, responsible for ensuring smooth office operations and supporting a wide range of projects. With expertise in bookkeeping, research, proposal requests, permit application filings, and general office management, Stacy plays a pivotal role in coordinating the firm’s day-to-day activities.
With an extensive career in office administration and project coordination, Stacy is known for her intelligence, organizational skills, and commitment to delivering exceptional customer service. She often serves as the primary point of contact on projects, efficiently directing information to the appropriate teams and ensuring seamless communication.
