President
Matt is responsible for all aspects of CIE’s strategy, team and operations, leading the firm in its mission to deliver superior client results.
With two decades of experience in the industry, Matt has served in a variety of leadership roles and developed a unique skillset spanning engineering, surveying and real estate development. He has leveraged his passion for business, creativity and first-principles thinking to position CIE as an unmatched choice for clients.
Matt has a long and successful record of helping clients with design, permitting strategy and other engineering, surveying and permitting challenges. He is particularly skilled in working with clients to maximize real estate assets and finding innovative solutions to meet their goals. His passion for engineering, surveying computer technology and business development, coupled with cross-industry experience in the wastewater technology, real estate development and finance fields, allow CIE to provide clients with complete project-development solutions.
Matt earned a BS degree in engineering technology from Northeastern University and is a registered Professional Land Surveyor (PLS), Registered Sanitarian (RS), licensed Soil Evaluator, licensed Title 5 System Inspector and licensed Wastewater Treatment Plant Operator. He also has developed innovative strategies for nitrogen management and holds a U.S. patent for enhanced nitrogen-removal wastewater treatment technology.
Director of Engineering
Raúl is responsible for overseeing CIE’s engineering services program and fulfilling our mission to deliver high-value engineering services, creative solutions and an outstanding customer experience.
Over the past two decades, Raúl has served in various technical and leadership roles on a diverse range of projects on Cape Cod and throughout Massachusetts. Prior to joining CIE, he was vice president and sat on the board of directors at Holmes & McGrath, where he led projects and navigated complex permitting landscapes to meet clients’ needs.
Raúl has a long and successful record as a lead engineer, with particular depth in working with local boards and departments, the Cape Cod Commission and state and federal agencies to design and permit residential, commercial and institutional projects. His specialties include land use planning and stormwater and wastewater treatment design.
Raúl received a BS degree in civil engineering from the University of Puerto Rico at Mayagüez and is a registered Professional Engineer (PE) and a licensed Soil Evaluator.
Director of Field Services
Ian oversees CIE’s land-surveying production strategy, including establishing standards and operational workflows for all our field personnel.
With two decades of industry experience, Ian has served in a variety of survey technician and leadership roles on projects spanning single-family lots, 100-acre land court surveys and commercial, industrial and institutional projects throughout southeastern Massachusetts. At CIE, he develops and refines our standards and methodologies for data collection, constantly improving the speed and accuracy of our field operation data. He also brings a breadth of technical expertise and the ability to leverage the newest technological advances on our client projects.
Ian received a BA degree in business management from Curry College and is a Trimble Access™, Trimble GNSS and Trimble Robotic Total Station technology expert.
Director of CAD Services
John is an Autodesk Civil 3D specialist. He is responsible for all aspects of CIE’s CAD technology and production strategy, maintaining company-wide standards and overseeing the continual development of operational workflows.
Over the past three decades, John has held a variety of leadership roles across land surveying, drafting and CAD technology management. He has a diverse and successful record in developing CAD technology programs while serving in integral roles with companies such as Tetra Tech and Daylor Consulting. In addition, he has a comprehensive understanding of CAD and survey technology along with deep experience in land surveying and enterprise standards management.
Controller
A member of the CIE team since the firm’s founding in 1986, Charlene is an administrative specialist and strategic project-management professional who helps oversee and coordinate projects. She is also responsible for managing the firm’s client relations and corporate finance activities, facilitating production goals and managing deliverables.
Charlene has a comprehensive understanding of all aspects of providing engineering and land surveying services to clients on Cape Cod. She plays a crucial role in supporting our team members to fulfill our mission of delivering the best client-service experience in the industry.
Charlene is exceptionally talented at maintaining client relations, performing detailed title research and navigating the nuances of local regulations. Her high capacity for productivity and team coordination, together with her in-depth experience and ability to accurately allocate resources while simultaneously managing client accounts, make her an essential part of our team.
Director of Surveying
Doug oversees land surveying activities at CIE, including making final property line determinations on surveys, while also providing general engineering support and helping guide projects to completion.
Prior to joining Holmes & McGrath in 2022, Doug ran a civil engineering and land surveying firm in Mattapoisett for about 25 years. He is a registered Professional Engineer (PE) — Civil as well as a registered Professional Land Surveyor (PLS).
Doug holds a BS degree in engineering along with a Certification of Professional Land Surveying from Wentworth Institute of Technology. In addition, he is a member of the Massachusetts Association of Land Surveyors and Civil Engineers and a licensed Soil Evaluator and Septic System Inspector.
Wetland Scientist
Lori Macdonald is an experienced Wetland Scientist and Biologist with a demonstrated history in the engineering and construction industries. She has experience in environmental permitting, construction biological and water quality monitoring, MEPA and NEPA documentation, wetland delineations, wetland mitigation design, and wildlife and vernal pool assessments. She obtained her Professional Wetland Scientist Certification in 2010 and was certified as a Wildlife Biologist in 2017. Ms. Macdonald is also a Certified Erosion, Sedimentation and Storm Water Inspector and Qualified CA SWPPP Practitioner. She is skilled in AutoCAD, ArcGIS, Trimble, Leica RTK, and Total Station Survey.
Senior Civil Engineer
Mark is a civil engineer and project manager who oversees civil engineering projects. He has extensive experience with large-scale commercial projects and helps guide CIE’s commercial clients through the complex regulatory landscape.
In addition, Mark is involved in design, engineering, permitting and representation of environmental permitting projects. In the design realm, his work touches on site plans, grading and drainage, drainage calculations and utility coordination. During the permitting process, he coordinates the efforts of the client, architects, engineers, municipal staff and others. He is also adept at helping clients navigate approval from the Massachusetts Environmental Protection Agency.
Mark graduated from Clarkson University with a BS degree in civil engineering. He is a registered Professional Engineer (PE) and a licensed Soil Evaluator.
